Purpose
Western State University (WSU) processes, stores, and transfers an immense quantity of electronic information to conduct its academic and business daily. The University is committed to full compliance with all WSU State standards for the protection of information assets and information technology resources that support all WSU educational operations. WSU is also committed to the privacy and accuracy of personnel information. The University shall take all necessary and reasonable actions to protect data privacy.
Personal data collection and protection
WSU may collect information of its students during the registration process to Moodle or its recruitment system. The information may include, but not limited to, the following: name, age, date of birth, identity number or social security number, ethic group, address, email, phone number, employment data, user ID, user password, credit card information, IP address, course information.
WSU uses personal information to provide the highest quality academics, services and/or employment opportunity. The information is also used for reports for federal and state accreditation and regulatory agencies, as required by law. WSU also uses the information to contact people who have been identified by the student to provide documents or responses to candidates/ students/ employees. Personal data will only be processed in a manner compatible with these purposes.
WSU will not use personal information for commercial purposes. WSU will also limit the number of staff who have access to sensitive information and data such as identification or social security number, personal financial data, health information, etc.
Paper personal information will be housed in locked fire-proof file cabinet. Electronic personal information will be housed on the WSU drive with defined access protections. Information will not be stored longer than the required retention period as specified in the Record Management Policy.
A student has the right to review only his/her own personal file and data.
Privacy of Electronic Communications
Each WSU faculty and staff member is responsible for the protection and security of administration of networks, email servers and systems. WSU respects to the privacy of electronic communications. The university does not examine or disclose electronic communications records without expressed permission/consent of the parties involved unless WSU is under a legal requirement to disclose such information.
Information Security Policy
WSU seeks to protect sensitive information of students, faculty and staff. In order to this the University has taken steps to ensure that:
- Information will be protected against unauthorized access or misuse.
- Confidentiality of information will be secured.
- Integrity of information will be maintained.
- When information is no longer of use, it is disposed of
- All information security incidents will be reported immediately to the IT Help Desk.
The institution requires all users to exercise a duty of care in relation to the operation and use of its information systems.
Students and Faculty will be issued a unique user identity. Any password associated with a user identity must not be disclosed to any other person.
Acceptable use of information systems
- All computing assets delivered by WSU remain entirely under the responsibility of the scholarship student.
- The computing asset has to be used for educational and research purposes only.
- The use of these assets like laptops are for personal use only, therefore, the loan of these assets to third parties is totally prohibited.
- In the event of theft or loss of the delivered assets, the student has the responsibility of notifying the immediately superior manager or Manager of this event, the notification should not be more than 24 hours after the event occurred.
- In the event that these assets suffer damage caused by falls, blows, liquid spills, among others, these actions must be notified to the immediate superior or Manager in charge and according to the damage caused, the corresponding measures will be taken.
- The use of these assets for malicious purposes like the installation and use of programs to carry out computer attacks such as denial of service, malware infection, exploitation of vulnerabilities, among others, is totally prohibited.
- You must activate the antivirus protection and the firewall which are installed by default in the operating system, it is totally prohibited to deactivate these two functions.
Social Networking Policy
The Internet provides a number of benefits for common use, However, when someone clearly identifies their association with WSU they are expected to behaveappropriately when on the Internet, and in ways that are consistent with the code of conduct. Access to the internet changes the way that faculty and students engage, and the same principles and guidelines that apply to interactions between faculty and students in general, applies to activities digitally.
- Should not engage in digital activities that are unfavorable to WSU
- Should not use any form of social network in any way to attack or abuse colleagues and/or students.
- Should not post derogatory or offensive comments on the Internet.
- Are strongly encouraged to make any and all personal profiles private
Policy on the Video and Audio Recording of Classroom Lectures
Students are not permitted to record classroom lectures unless permission isobtained from the instructor and there are no objections from any of the students presentin the class.
If recording is permitted students are not allowed to share the recording outside of personal use. Any sharing of recording including posting digitally is deemed a violationof the Student Code of Conduct and may be subject to disciplinary action.
GUIDELINE
WSU recommends that the student should first attempt to resolve the matter directly and informally with the faculty/staff member involved. Many issues, problems and concerns can be addressed and possibly resolved by an initial conversation and discussion with the faculty/staff member involved.
However, WSU also understands that due to the specific nature of the student matter that this approach may not always be possible, appropriate, or acceptable to the student. We fully understand that not all situations can be resolved with this initial conversation between the student and faculty/staff member involved.
If the student chooses not to try to resolve the matter in this initial conversation or if the initial conversation does not result in a satisfactory resolution of the matter, the student can pursue a formal process of resolution by filing a complaint or grievance.
A complaint or grievance should be initiated as soon as possible after the issue/concern/problem has occurred but in no cases more than five (5) working days from the date of the occurrence of the incident and send it to – grievance@wsu.university
A written complaint or grievance should contain:a) A complete description of the complaint or grievance,
b) Any supporting documents, and
c) The desired outcome sought.
Preamble
In accordance with the California Education Code and in support of academic excellence, Western State University (WSU) is committed to fostering a culture of academic integrity among its students, faculty, and staff. Academic integrity is fundamental to the pursuit of knowledge and truth, and it is the foundation upon which our university is built.
Purpose
The purpose of this policy is to define the standards of academic integrity, to outline the procedures for addressing violations of these standards, and to protect the rights of all members of the university community.
Scope
This policy applies to all students, faculty, and staff of Western State University (WSU) and covers all academic and scholarly activities, including coursework, research, and creative projects.
Definitions
- Academic Integrity: The ethical commitment to honesty, responsibility, trust, respect, and fairness in all academic pursuits.
- Academic Dishonesty: Any act that violates the principles of academic integrity, including cheating, plagiarism, fabrication, and other forms of academic misconduct.
- Cheating: The use or attempt to use unauthorized materials, information, or study aids in any academic exercise.
- Plagiarism: The representation of another person’s words, ideas, or work as one’s own without proper attribution.
- Fabrication: The falsification or invention of any information, data, or citation in an academic exercise.
- Facilitating Academic Dishonesty: Helping or attempting to help another person commit an act of academic dishonesty.
Standards of Academic Integrity
All members of the university community are expected to uphold the following standards of academic integrity:
- Honesty: Representing one’s own work and accomplishments truthfully.
- Responsibility: Acknowledging the consequences of one’s actions and taking responsibility for any academic misconduct.
- Trust: Maintaining the confidence of others by conducting oneself with integrity.
- Respect: Recognizing and valuing the intellectual property and contributions of others.
- Fairness: Ensuring that all members of the academic community have equal access to resources and opportunities.
Procedures for Addressing Violations of Academic Integrity
- Reporting Suspected Violations: Any member of the university community who suspects a violation of academic integrity should report the matter to the appropriate academic or administrative authority, such as the course instructor, department chair, or dean.
- Investigation: The academic or administrative authority will conduct a preliminary investigation to determine whether there is sufficient evidence to warrant further action. If necessary, they may consult with other members of the university community, such as the Office of Student Conduct or the Academic Integrity Committee.
- Informal Resolution: If the investigation reveals that a violation may have occurred, the authority may attempt to resolve the matter informally with the accused individual(s), such as by assigning an educational sanction or requiring the completion of an academic integrity workshop.
- Formal Resolution: If an informal resolution is not possible or appropriate, the authority will refer the matter to the Academic Integrity Committee for a formal hearing. The committee will review the evidence, hear testimony from the parties involved, and make a determination as to whether a violation has occurred.
- Sanctions: If the Academic Integrity Committee finds that a violation has occurred, it may impose a range of sanctions, including, but not limited to, a failing grade for the assignment or course, academic
probation, suspension, or expulsion. The severity of the sanction will depend on the nature and severity of the violation, as well as any prior history of academic misconduct. - Appeals: The accused individual(s) may appeal the decision of the Academic Integrity Committee to the Provost or a designated appeals officer, who will review the case and make a final determination.
Education and Prevention
Western State University (WSU) is committed to promoting academic integrity through education and prevention efforts. These efforts may include, but are not limited to, the following:
- Orientation and Training: All students, faculty, and staff will receive information and training on academic integrity during orientation and at various times throughout their affiliation with the university. This may include workshops, seminars, and digital resources.
- Resources and Support: The university will provide resources and support for students, faculty, and staff to help them understand and uphold the principles of academic integrity. This may include access to plagiarism detection software, citation guides, and consultations with academic advisors, librarians, or writing center staff.
- Faculty Responsibilities: Faculty members are responsible for fostering a culture of academic integrity in their classrooms and for clearly communicating expectations regarding academic integrity to their students. This may include incorporating discussions of academic integrity into course syllabi, providing examples of proper citation practices, and offering guidance on avoiding plagiarism and other forms of academic misconduct.
- Student Responsibilities: Students are responsible for understanding and adhering to the principles of academic integrity in all of their academic and scholarly pursuits. This includes seeking clarification and assistance when necessary and reporting any suspected violations of academic integrity.
Policy Review and Updates
This policy will be reviewed periodically by the university’s Academic Integrity Committee, in consultation with other relevant stakeholders, to ensure that it remains up-to-date and effective. Any recommended changes to the policy will be presented to the university administration and, if approved, will be communicated to the university community.
Compliance
Failure to comply with this policy and its procedures may result in disciplinary action, up to and including dismissal from the university. All members of the university community are expected to uphold the principles of academic integrity and to report any suspected violations in accordance with the procedures outlined in this policy.
Awarding Academic Credits
Western State University (WSU) awards academic credits based on generally accepted practices in degree-granting institutions of higher education consistent with commonly accepted practices and federal regulations.
Each of the following constitutes one Semester Academic Credit hour towards the programs of instruction at WSU:
- 15 hours of didactic instruction, supplemented by a minimum of two hours of outside preparation for each hour of class time (or equivalent). Outside preparation will be substantiated by a review of the course outline/syllabi;
- 30 hours of lab instruction;
- 45 hours of practical instruction.
In accordance with this policy, credit hours will be assigned for all WSU courses and programs.
Carnegie unit
According to California’s Title V code, section 55002, WSU applies the Carnegie credit units. It means that a semester credit unit equals to a minimum of three hours of work per week for a semester (16 weeks).
In certain circumstances, it is possible to have more hours but not less. Three hours of student work including 1-hour lecture plus 2 hours of homework or 3 hours of labs for 16 weeks.
A lecture at WSU is a digital lecture, tutorial, student research, individual or group exercise, and forum. Lecture classes are classes with a professor or teaching assistant, while homework hours are defined as hours spent by the student working independently.
Introduction
Western State University (WSU)’s student refund policy is designed to explain and facilitate the payment of student refunds of tuition and fees.
Student’s Right To Cancel/ Withdraw.
Any student has the right, without explanation, to cancel his/her enrollment agreement and obtain a full refund of charges paid through attendance at the first class session, or the seventh day after enrollment, whichever is later. The cancellation must be in writing. Any student may withdraw from the school at any time, after classes start, and receive a pro rata refund of 60 percent (60%) or less, calculated based on the remaining scheduled days in the current payment period in the program, and based on the last day of attendance.
The refund granted will have a further deduction for a registration or administration fee. The final refund amount will be paid or credited to the student within 45 days of withdrawal. For the purpose of determining the final amount of the refund, the date of the student’s withdrawal shall be deemed the last date of recorded attendance. The amount for refund equals the daily charge for the program calculated as follows: total institutional charge, minus non-refundable fees, divided by the number of days in the program, multiplied by the remaining number of days scheduled to attend prior to withdrawal. Scheduled days are based on a five-day week, which does not include Saturday or Sunday, or any recognized holiday as stated in the WSU catalog.
For programs beyond the current “payment period,” if the student obtains a loan to pay for an educational program, the student will have the responsibility to repay the full amount of the loan plus interest, less the amount of any refund. The refund shall be sent to the lender, third party or, if appropriate, to the state or federal agency that guaranteed or reinsured the loan. If the student has received federal student financial aid funds, the student is entitled to a refund of monies not paid from the federal student financial aid program funds.
If the student is eligible for a loan guaranteed by the federal or state government and the student defaults on the loan, the following actions may occur:
- The federal or state government or a loan guarantee agency may take action against the student, including applying any income tax refund to which the person is entitled to reduce the balance owed on the loan, and/or,
- The student may not be eligible for any other federal student financial aid at another institution or other government assistance until the loan is repaid.
WSU shall pay or credit refunds within 45 days of a student’s cancellation or withdrawal.
Full Tuition Refund
A refund of tuition fees paid will be made if:
- The WSU is unable to provide the academic course offered or the WSU withdraws an offer of enrollment for any reason (except if the student provided incomplete or incorrect information).
- A student at WSU has the right to cancel the enrollment agreement and obtain a refund of charges paid through attendance at the first class session, or the seventh day after enrollment, whichever is later.
- WSU will refund unearned institutional charges if the student cancels an enrollment agreement or withdraws during a period of attendance. Students will be eligible for a refund if they withdraw prior to completing 60 percent of the period. This refund will be prorated. Students having completed more than 60 percent are not entitled to a refund. The refund granted will have a further deduction for a registration or administration fee. The final refund amount will be paid or credited to the student within 45 days of withdrawal.
Late Payments
In the case of students being late by more than one month in paying their tuition fees, WSU holds the right to apply late fees penalty and/or unenroll/withdraw the student from the semester, module or year. If the student is over 3 months late in payment, the university holds the right to expel the student totally from the program.
How to request and receive a refund
Students must submit a written request using the form below and send it to (insert email).
Scope
This policy applies to all employees (full-time, part-time, faculty, adjuncts, administrators and staff) of Western State University (WSU).
Policy
Employees are expected to observe certain standards of job performance and good conduct. When performance does not meet WSU standards, the University will endeavor, when it deems appropriate, to provide the employee a reasonable opportunity to correct the deficiency (“corrective action”). If an employee fails to make the correction, he/she will be subject to discipline, up to and including termination.
The rules set forth below are intended to provide employees with fair notice of what is expected of them. Necessarily, however, such rules cannot identify every type of unacceptable conduct and performance. Therefore, employees should be aware that conduct not specifically listed below but which adversely affects or is otherwise detrimental to the interests of WSU, other employees, or students, may also result in corrective action or discipline.
Nothing in this policy is intended to alter the at-will status of employment with the Western State University. WSU reserves the right to terminate any employment relationship or contract, to demote, or to otherwise discipline an employee without resort to these correct action procedures.
Code of Ethics
WSU depends not only on the skills, abilities, and commitments of all employees and faculty but also on their integrity and collective commitment to the University. The four key relationships in which they participate are students, fellow employees, vendors, and the physical and virtual communities in which WSU operates.
The following commitments serve as the basis for shaping these relationships:
- We strive to respond to the needs of all prospective and current students by offering a quality education that is innovative and responsive.

- We treat all members of the WSU community in a fair and even-handed manner and foster a rich culture of diversity that is based on trust, mutual respect, teamwork, and integrity.

- While employed by WSU, we conduct ourselves free of personal conflicts or appearances of impropriety, mindful that our exercise of authority on behalf of the University has been delegated fundamentally for the purpose of furthering the goals of the University. Conflicting interests or influences are promptly disclosed to our superiors and appropriate steps are undertaken to promote the integrity of WSU business and other transactions.
- We do not accept anything of value offered in consideration of performing our duties, other than the compensation, benefits, and reimbursement of expenses duly authorized by WSU or otherwise permitted by law. We do not accept any favor, loan, service, business or professional opportunity from anyone knowing (or when it should be known) that it is offered in order to improperly influence the performance of our duties, or when acceptance thereof may reasonably be perceived as an impropriety in violation of policy concerning conflicts of interest.
- We preserve and respect the confidentiality of WSU records, including employee and student records. We do not externally disclose confidential records or other nonpublic information without appropriate authorization, and any confidential record or information we access as a result of our position or duty is neither exploited for personal benefit nor misused for any unauthorized purpose.
- Our communications on behalf of the WSU with all persons, including students, co-workers, clients, guests and vendors, are conducted professionally and with civility. This includes not only in public interaction but those exchanges using email, voicemail, and telephonic communication.
- We do not condone dishonesty in any form by anyone, including misuse of WSU funds or property, fraud, theft, cheating, plagiarism or lying.
- We bring to the attention of supervisors, managers, or human resources, any violation of these principles or circumstances reasonably indicating a violation has occurred or may occur. Such reporting in good faith in order to promote the ethical integrity of operations is expected and encouraged by WSU. Retaliation by any WSU employee against the person making such a good faith report shall be subject to disciplinary action up to and including termination. We appropriately investigate all such reports and, when warranted by the facts, implement corrective action and discipline in accordance with policy.
Job Performance
Corrective action or discipline may be taken for poor job performance, including but not limited to the following:
- Unsatisfactory work quality or quantity
- Poor attitude (for example, rudeness or lack of cooperation)
- Failure to follow instructions or WSU policies or procedures
- Failure to follow established safety regulations
Misconduct
Corrective action or discipline may be taken for misconduct, including but not limited to the following:
- Insubordination
- Dishonesty
- Theft
- Discourtesy
- Misusing or destroying WSU property or information
- Violating conflicts of interest rules or policies
- Violating the Code of Ethics
- Disclosing or using confidential or proprietary information without authorization
- Falsifying or altering WSU records, including the application for employment
- Interfering with the work performance of others
- Altercations
- Harassing, including sexually harassing, employees or students
- Being under the influence of, manufacturing, dispensing, distributing, using or possessing alcohol or illegal or controlled substances on WSU property or while conducting WSU business
- Gambling on WSU premises or while conducting WSU business
- Sleeping on the job or leaving the job without authorization
- Being convicted of a crime that indicates unfitness for the job or raises a threat to the safety or well-being of the University, its employees, students or property
- Failing to report to the University, within five days, any conviction under criminal drug statute for a violation occurring in the workplace.
Attendance
In addition to the general rules stated above, corrective action or discipline may be taken when employees fail to observe the following specific requirements relating to attendance:
- Reporting to work on time, observing the time limits for rest and meal periods, and obtaining approval to leave work early
- Notifying the supervisor in advance of anticipated tardiness or absence
- Employees who are absent or tardy without notifying their supervisors are subject to discipline.
- Faculty that fail to be present in the digital classroom on a regular basis as defined by University policy
Employees who are absent for three consecutive working days, without notifying their supervisor are considered to have resigned their position.
Dress Code
Discretion in style of dress and behavior is essential to the image and the safe and efficient operation of the WSU. Employees are expected to dress in a manner appropriate to the type of work performed. It is important that all WSU employees project a professional image anytime they interact internally and externally, whether in-person or digitally. Managers, in consultation with the appropriate senior administrator, may enhance dress code requirements.
Specific work days or work occasions may be deemed appropriate for “business casual” attire. The following are guidelines to “business casual” attire:
- Appropriate business casual attire includes slacks and skirts
- Appropriate business casual does not include jeans, athletic attire (sweatshirts, sweatpants, gym shoes, etc.), T-shirts, spandex, casual sandals and shorts
Business casual attire is considered the minimum level of appropriate professional dress.
Employees must abide by the safety policies and procedures of their department and wear protective clothing or safety equipment when required. Unique scheduled work activities may necessitate an exception to the Dress Code which will require the approval of the supervisor and/or appropriate senior administrator.
Employees failing to comply with WSU’s standards for dress are subject to corrective action or discipline and may be asked to go home to change, without pay, when standards of dress are not followed. Accommodations for religious dress may be considered.
Presiders
Dismissal or demotion for poor performance ordinarily will be preceded by an oral warning and a written warning, except WSU reserves the right to proceed directly to a written warning, demotion, or termination for misconduct or performance deficiency, without resorting to prior disciplinary steps, when the WSU deems such action appropriate.
Both oral and written warnings should cover:
- The nature of the poor performance
- What is required to correct the poor performance
- How long the employee has to correct the poor performance
- The consequences of failure to correct the poor performance (e.g. more severe discipline).
A written memo of an oral warning should include the date, name of the employee, the subject discussed, and a summary of the discussion is required. Documentation for a first warning should be kept by the supervisor. Documentation for a subsequent warning must be forwarded to Human Resources, along with documentation for the first warning to be kept in the employee’s personnel file.
All written warnings must be approved by Human Resources and should detail the issue(s), refer to previous oral warnings and include expectations and deadlines for achieving acceptable performance. Written warnings will clearly state that failure to achieve the expectations and deadline will result in further action up to and including termination. Both the employee and the supervisor should sign written warnings. If the employee refuses to sign the warning, the supervisor shall request another supervisor or a representative from Human Resources to sign the document, in the presence of the employee, as a witness that the warning was received by the employee. The employee may submit a written response to the written warning for his/her personnel file.
If, subsequent to receiving a first warning, an employee works 18 months without receiving another warning, the first warning shall not be counted against the employee as a first offense.
Responsibility
The Human Resources Manager is principally responsible for the implementation of this policy. Any WSU employee, however, is responsible for the implementation of and compliance with this policy for employees under his/her supervision.
